The “safe operation of agricultural machinery and new technology” was identified as a priority skill area in the 2017 Agriculture, Horticulture, Conservation and Land Management IRC Skills Forecast and Proposed Schedule of Work (see page 50). Skills Impact, the Agriculture and Production Horticulture Industry Reference Committee (IRC) and the Amenity Horticulture, Landscaping, Conservation & Land Management IRC will take this project through a process that adheres to the 2012 Standards for Training Package Development.Download the IRC Skills Forecast (see page 50)

Project Scope
This project will review units of competency, skill sets and qualifications relating to the use of new technology and safety measures across a range of mobile farm machinery operations.Industry has identified important units of competency, skill sets and qualifications that need to be updated or created to incorporate the use of new technology and safety measures in all farm mobile machinery operations within the agriculture sector, including riding quad bikes, tractors, seeders, two-wheel motorbikes and other specialised equipment. Knowledge about the following areas has been noted as particular importance:
  • The associated risks and safety measures relating to farm mobile machinery operations
  • The serious risks of quad bikes, and particularly the risk of rollover when driving in steep and rocky terrain.
  • The use of personal protective equipment and engineering controls that ‘design out’ the hazard.
  • The use of active riding skills on motorbikes.
  • Skills gap for operating commercial lawnmowers

Consultation with Subject Matter Experts, who have broad experience and knowledge of safety and technological issues related to the operation of mobile farm machinery, has occurred throughout September and October. This consultation will inform the development of revised draft units of competency and qualifications related to farm machinery operations. The draft materials will be completed by the end of October and will be available for download and comment from this webpage by early November.Face-to-face consultation workshops to seek feedback on the draft units and qualifications are also planned for the following locations and dates, with a webinar planned for those unable to attend in person. Thank you to all those who provided feedback on the draft Certificate III in Rural Machinery Operations and units of competency. The drafts were made available on the Skills Impact website from 9 November – 10 December 2017. A series of face-to-face consultation workshops and a webinar also took place throughout November.The qualification and units were reviewed and updated to incorporate the use of new technology and safety measures in all farm mobile machinery operations within the agriculture sector. Feedback was sought on whether the draft Certificate III in Rural Machinery Operations and units reflect the current skills standards and practices of industry, and whether job functions are accurately described. The feedback will inform the work on the final drafts, which will be available for industry validation in February 2018.The draft qualification and units that were available for industry review and feedback are listed below.

Qualification

Please note that the following updates have been made to this draft qualifications.
  • The packaging rules have been changed from 6 core units and 10 elective units to 7 core units and 9 elective units, to include AHCBIO305 Apply biosecurity measures to the Core Units.
  • Two imported units RIIMPO312D conduct scraper operations and TLILIC2001 Licence to operate a forklift truck have been added to the elective list as a result of industry feedback.
  • Additional machinery and maintenance units have been added to the elective list to broaden the scope of the qualification and include operation of specialist types of machinery.

Thank you to those that participated in the validation process for the final draft Certificate III in Rural Machinery Operations and units of competency, including the new unit for operating tractors with attachments.All final drafts will shortly progress through the Finalisation stage of the project, which includes quality assurance of the documents and review and feedback from the State/Territory Training Authorities, before the final drafts will be forwarded to the Agriculture and Production Horticulture Industry Reference Committee (IRC) and the Amenity Horticulture, Landscaping, Conservation & Land Management IRC for consideration and sign off. They will then be submitted to the Australian Industry and Skills Committee (AISC) to consider and approve for publication on training.gov.au.Validation means checking and confirming that the documents are logical and factually accurate.The final draft qualification, skill sets and units that were available for industry validation are listed below.
 

New Unit

This new unit was available for industry validation between 10 – 22 April 2018.This new unit was developed in response to industry feedback received during the consultation stage for the draft Certificate III in Rural Machinery Operations and related units. Feedback from industry was that there was a need for an Australian Qualifications Framework (AQF) level three unit, for operating high powered tractors with attachments.This new unit does not replace the existing unit AHCMOM202 Operate tractors. The recommendation was to keep this existing unit as it currently applies to learners, starting on less powerful tractors under direct supervision before moving onto more complex vehicles.

 Download the draft unit that was available for consultation between 25 January – 20 February 2018. During that time, one item of feedback was recorded from a peak Union body (AWU) about the prevalence of Injuries that can occur when operators don’t adapt practices to the changing external conditions when fitting attachments. Next stage of the project
Once industry has validated all final drafts they will be submitted to the Agriculture and Production Horticulture Industry Reference Committee (IRC) and the Amenity Horticulture, Landscaping, Conservation & Land Management IRC for consideration and sign off. After final quality assurance of the drafts, they will be submitted to the Australian Industry and Skills Committee (AISC) to consider and approve for publication on training.gov.au.

On the 12 September 2018, the Australian Industry and Skills Committee (AISC) approved the Case for Endorsement for the updated and revised qualification and units of competency, along with a Companion Volume Implementation Guide.The final qualification and units are now published on training.gov.au, which means they are available for use by registered training organisations (RTOs). They are published within the AHC Agriculture, Horticulture and Conservation and Land Management Training Package version 3 (published on 19/12/2018). What does this mean for training providers?
Registered training organisations (RTOs) may now apply to have the updated qualifications, skill sets and units added to their scope of registration. RTOs who already have the qualifications, skill sets and units that have been updated as part of this endorsement have 12 months to transition to deliver the updated qualifications, skill sets and units, from the date of publication. For more information, visit the Australian Skills Quality Authority (ASQA) website. A Companion Volume Implementation Guide has also been produced to help training providers implement the new and revised qualifications, skill sets and units. It can be downloaded from VETNet.com. 
Summary of consultation
Initial consultation took place with a group of Subject Matter Experts (SMEs), to gather information that informed the draft qualification and units. Public consultation and feedback workshops were held around Australia in Bendigo, Perth, Darwin, Brisbane, Adelaide, Launceston and Orange. Broad consultation took place via the website, where the draft documents were made available for download and feedback for a four week period and again, for an additional two weeks, when the drafts were revised for validation. A webinar also took place on two separate occasions with the Queensland Agriculture Industry Sector Panel covering the agriculture and horticulture sectors.
Summary of project outcomes
  • 1 revised qualification - AHC32618 Certificate III in Rural Machinery Operations. 
  • 37 units of competency (included 2 new units, for the operation of commercial lawnmowers and tractors with attachments).
