The unique skills requirements for farming practices related to permaculture, organic farming and composting will be identified and described in national qualifications and skills standards.
This project is part of the broader AHC Unit Sector Project to rationalise qualifications, skill sets and units and remove duplication across the AHC Agriculture, Horticulture and Conservation and Land Management Training Package, as outlined in the Skills Forecast and Proposed schedule of Work 2019 – 2022. The existing qualifications and skills standards will be revised in consultation with industry experts, to broaden the learning and career pathways for those involved in permaculture, organic farming and composting.
The Australian Industry Skills Committee (AISC) approved this project, out of the 2021 Annual Update to the IRC Skills Forecast (see pages 63-68).
The Amenity Horticulture, Landscaping, Conservation and Land Management IRC will oversee this project as part of their responsibility to support engagement with the industry, and to ensure the project meets industry stakeholder needs.
Skills Impact will manage this project, consistent with the 2012 Standards for Training Package Development.
Project Plan
Health conscious and environmentally conscious consumers are driving a demand for produce that is locally grown and farmed using sustainable practices and methods. Production systems based around principles of permaculture, organic farming and composting are helping to meet this demand.
These practices incorporate some of the oldest methods to farm food, including those used by Indigenous cultures around the world. They are also some of the most innovative, drawing on new science to develop drought and flood-resistant solutions, manage pests and improve soil biology and structure, whilst using no or minimal chemicals. They are farming practices that focus on sustainable solutions in the production of plants and animals.
This project will look at the job skills associated with permaculture, organic farming and composting. Guided by industry experts, the skills will be defined in national qualifications and skills standards that will help support the future training and development of the workforce.
Permaculture
This project will consider permaculture design skills and knowledge that is required across a broad range of areas, in keeping with permaculture’s multi-disciplinary nature. These will include the skill requirements in preparing to work in the permaculture industry, to the skills involved in teaching or supervising individuals and teams of people on community projects, to specialist permaculture design that involves natural systems and land use planning.

Organic Production
With production growth rate exceeding twenty per cent per annum, the growth of the organic farming industry in Australia is outstanding. This project will look at the knowledge and skills requirements related to organic production practices, including new technologies and tools to support production efficiencies, supply chain integrity and high levels of animal welfare. Unique skills are required for organic soil improvement, compliance with organic certification schemes, implementing sustainable practices, which all contribute to the productivity of this sector.
Composting
The composting sector supports and services a number of sectors in the agriculture and horticulture industry, particularly retail nursing. Organic farmers are also requiring large amounts of compost as a soils conditioner and to provide nutrient needs for crops or pastures. Skills and knowledge required for accessing and receiving raw materials for composting, operating compost machinery and equipment, developing compost recipes and planning for compost production will be identified and incorporated in national skills standards to support the development of this sector.
High-quality compost must comply with the Australian Standard for Soil Conditioners and Mulches (AS4454). New technologies in waste management and recycling industries are expected to create new jobs within a sector that will contribute towards reducing emissions.
Project Scope
Existing qualifications, skill sets and units of competency will be reviewed across the fields of permaculture, organic production and composting.
Current and emerging skills will be examined in the context of existing unit sectors, with the potential to create streams or specialisations within current qualifications and/or the development of skill sets to meet specific occupational and sector needs.

The documents will be drafted in consultation with Subject Matter Experts and their networks. Opportunities to provide targeted feedback will occur when the draft materials are made available in February/March 2022, and again for validation of final drafts in May/June 2022. However, your feedback is welcomed at any time, and will help us in drafting the skills standards.

Development
Production systems based around principles of permaculture, organic farming and composting are helping to meet consumer demand for produce that is locally grown and farmed using sustainable practices and methods. These practices draw on traditional methods, including those used by Indigenous cultures around the world, as well as utilising new science to develop innovations. As part of this project, industry experts are being consulted to define the job skills associated with permaculture, organic farming and composting to be incorporated in to national qualifications and skills standards.
The skills and job functions are being identified as part of a workforce functional analysis process. Three separate workforce functional analysis meetings were undertaken during October with industry subject matter experts from the permaculture, organic production and composting sectors.
Permaculture
Industry experts discussed and identified skills for different jobs and activities performed across the permaculture industry, with the main job functions identified around planning and implementation and design of permaculture systems.
Three key ethical principles were identified as underpinning permaculture as a discipline:
- Earth Care
- People Care
- Fair Share (set limits and redistribute)
These principles align with the comments and views expressed during the workforce functional analysis meeting, including the rejection of exploitation of the planet, ethical growing and harvesting of crop/production and regenerative production beyond the principles of organic sustainability.
The Subject Matter Expert Working Group felt that these ethical principles must be accessible to all levels of employment and training, as they are key to understanding and applying permaculture for targeted work outcomes and social development.
Organic Production and Composting
A workforce functional analysis review was undertaken with industry experts to identify the job roles and tasks in the organic farming and composting sectors and whether or not they are covered in the current qualifications and units of competency in the AHC Agriculture, Horticulture and Conservation and Land Management Training Package. Questions to consider included: What has changed since they were last reviewed? Are some units no longer relevant?
During the organic production and composting workforce functional analysis process, skill requirements were examined in the context of existing unit sectors, with the potential to create streams or specialisations within current qualifications and/or the development of skill sets to meet specific occupational and sector needs.
During these discussions, participants emphasised the importance of leaners to have an understanding of what organic farming is and that it involves a systems approach which makes it different to traditional farming practices, and need to keep this intent. It is about utilising ecosystem resources rather than relying on external processes.
Four principles that underpin organic farming are:
- Ecology
- Care
- Health
- Fairness
The challenge in teaching organic farming is to understand there is an ecosystem underpinning the farming system that they can work with.
Composting
There are a range of organisations that receive training in composting, such as commercial operators, farmers in specific agricultural operations and community organisations.
In general, learners are likely to undertake a specialised group of units to meet skills requirements across these different areas. Potential outcomes for this project are including skills related to composting as a specialist stream within agriculture qualifications and/or the development of targeted skills sets.

Draft qualifications, units and skill sets that describe the skills required for those working in permaculture, organic production and composting sectors are scheduled to be available on the project webpage for broad stakeholder consultation and feedback in the first quarter of 2022, under the ‘Drafts Available’ menu above. Drafts Available
With consumers increasingly interested in locally grown and sustainable produce, producers are turning towards systems based around principles of permaculture, organic farming and composting. These practices combine the latest in science and technology with traditional methods, including those used by Indigenous cultures around the world. It is important that the skills required for this kind of farming are reflected in national qualifications and skills standards, to support industry as it adapts to consumer preferences and builds on its techniques.
Thank you to those who provided feedback on the draft qualifications, skill sets and units of competency that describe skills for working in permaculture, organic farming and composting sectors. They were made available on this webpage for comment from 14 February to 30 March 2022. The drafts and any comments made are still available to view below.
The qualifications for permaculture, organic farming and composting were reviewed and a new qualification structure proposed. Four qualifications were proposed for replacement, with their content to be included in specialisations or electives of other qualifications or in skill sets. These updates were intended to also increase the viability of training delivery. Skill sets were developed and revised to address key skill areas that are required to work within permaculture, composting or organic farming systems. Existing units of competency were revised to remove barriers to assessment and improve their relevance and clarity. One unit of competency was developed to describe skills for the application of permaculture principles in sustainable community development and bioregional strategies.

Your feedback will inform further updates to the drafts, after which they will be made available again for your consideration and validation during April 2022. A summary of the feedback and how it was addressed in the final drafts will also be available.
Permaculture
Engagement with industry stakeholder across all states and territories provided support for a revised structure for the permaculture qualifications, including the replacement of the Certification I in Permaculture with a skill set. The units from the Certification I in Permaculture were also proposed to be included in the elective bank for a revised Certificate I in Agriculture qualification, which is currently under review as part of Ag and Horticulture Core Skills project. The certificates, II, III, IV and V in permaculture were revised and updated to incorporate unit changes including merging of content and adjustments to Australian Qualification Framework alignment for some units. Skill sets were developed to meet industry needs related to permaculture fundamentals, including structure, water systems, design, planning community governance and developing strategic plans for permaculture projects. The assessment conditions for all permaculture units of competency were amended to remove requirements that assessors must hold a nationally accredited Certificate III (or higher) in Permaculture and/or completed a Permaculture Design Course (PDC) and/or have completed a Permaculture Demonstrator Skill Set. This will remove potential barriers for training delivery and assessment in permaculture. Assessors must still satisfy the requirements in the vocational standards and framework.

Organic Production
Based on industry feedback, the Certificate IV in Organic Farming and Diploma of Organic Farming were proposed to be replaced with organic production specialisations in the Certificate IV in Agriculture and Diploma of Agriculture (currently under review as part of the Ag and Horticulture Core Skills Project). The specialisation will require learners to select specialist organic (ORG) units from an elective grouping and include core competencies in workplace health and safety (WHS). Alongside targeted consultation with Registered Training Authorities (RTOs), this change will improve viability of training delivery and supporting a goal to increase enrolments in Vocational Education and Training in this sector. Three skill sets were revised and one developed to define the skills required to plan, manage and oversee certification of organic or biodynamic farms and farm produce. Fourteen units have also been revised to reflect current practices.

Composting
The AHC32216 Certificate III in Commercial Composting was proposed for deletion, based on industry feedback that it was not needed and that waste management issues described in the qualification are better aligned to the Certificate III in Waste Management (Waste processing). Six units of competency relating to composting were revised for use in agriculture and horticulture qualifications as electives for on farm composting activity, as well as in waste management qualifications. Five skill sets were also developed to address a range of waste management issues arising in cropping, on-farm and livestock production.

Summary consultation to date
The draft qualifications and units have been drafted in consultation with subject matter experts. They have considered information received out of workforce functional analysis and site visits that took place from September 2021 to January 2022. People working directly with permaculture, organic farming and composting participated and provided information on the skills and knowledge required for job roles and tasks. Thank you to those who provided feedback during these activities.
Validation
Producers are increasingly incorporating techniques based around principles of permaculture, organic production and composting to keep up with consumer demand for sustainably grown produce and support future food security. Sustainable design of soil, water and cropping systems encourages ecological diversity and improves resilience to disruptions in the external environment. To achieve this, skills are required for planning and designing sustainable environments with a focus on how to provide for human needs in a way that works with natures processes and ecology. Consultation is taking place throughout this project to review and update the national qualifications and skills standards for work using the principles of permaculture, organic production and composting.
Thank you to everyone who provided feedback on the final draft qualifications, skill sets and units of competency that were available on this webpage from 19 May until 19 June 2022. The documents, including any comments made, are still available to view below.
Feedback collected during the ‘Drafts Available’ stage supported the revised qualification structure for permaculture, organic production and composting. The proposed replacement of the level IV and Diploma qualifications for organic production with specialisations in other existing qualifications and the replacement of the Certificate I in permaculture and Certificate III in Commercial Composting with skill sets was also supported. In response to stakeholder feedback during this time, permaculture (PER) units were updated to clarify requirements for assessors. Organic production units were updated to incorporate skills and knowledge relating to certification schemes and compliance. The composting units were updated where necessary to include reference to relevant legislation, standards and codes of practice, including work health and safety and environmental requirements. Stakeholder input was also collected about the placement of certain units as electives within agriculture qualifications and this information is also available for review below.

Summary of Consultation and Feedback
Thank you to those stakeholders who provided feedback on the drafts that were made available from 26 November 2021 until 5 January 2022 under the ‘Drafts Available’ stage. During this time, feedback was collected via the online feedback hub and webinars, and via phone calls and emails. The units were drafted with guidance from Subject Matter Experts, made up of workplace experts and industry.
Key changes include:
- Permaculture
- Qualification structure were revised, including a reduction from from five qualifications to four.
- Twelve new skills sets were developed.
- Changes were made to the indicative Australian Qualification Framework (AQF) level of some permaculture (PER) units.
- The following statement was added to the Assessor Requirements in permaculture (PER) units: ‘Assessors of this unit must satisfy the requirements for assessors in applicable vocational education and training legislation, frameworks and/or standards’.
- The Knowledge Evidence sections of the permaculture (PER) units was rationalised so that they reflect the essential skills required for carrying out permaculture job tasks.
- Organic production
- The Certificate IV and Diploma of Organic Farming were proposed to be deleted and replaced with specialisations within existing agriculture and horticulture qualifications.
- Three organic production skill sets were revised.
- One new skill set was developed to incorporate skills and knowledge required to plan, manage, and oversee the procedures and requirements for certification of organic or biodynamic farms and farm produce.
- Organic production (ORG) related units were updated to incorporate skills and knowledge relating to certification schemes, compliance and the implications of non-compliance when undertaking work tasks.
- Composting
- The Certificate III in Commercial Composting was proposed for deletion.
- Five skill sets were developed to describe expertise in farm waste, management of compost feedstock, soil improvement and managing waste from gardening and landscaping.
- Composting units were updated, where necessary, to include reference to relevant legislation, standards and codes of practice, including work health and safety and environmental requirements.

Permaculture
Feedback from stakeholders in the permaculture sector across all states and territories provided support for a revised qualification structure and a reduction from five qualifications to four, the development of 11 new skills sets, and changes to the indicative Australian Qualification Framework (AQF) level of some permaculture (PER) units, including three adjusted from level 5 to 6 which has allowed for the creation of a new Advanced Permaculture Skill Set.
To broaden exposure to and delivery of permaculture practices in teaching and learning across the VET sector, the subject matter expert working group provided support for selected permaculture (PER) units to be included as elective options in agriculture qualifications (Certificate I to Diploma). A list of permaculture (PER) units to be included in agriculture qualifications is available in the accordion below.
The Assessor Requirements in PER units will include the following statement: ‘Assessors of this unit must satisfy the requirements for assessors in applicable vocational education and training legislation, frameworks and/or standards.’
Additional guidance for RTOs for engaging trainers and assessors will be included in an updated version of the Companion Volume Implementation Guide to be released along with the newly endorsed permaculture qualifications, skill sets and units.
The Knowledge Evidence sections of permaculture (PER) units were rationalised to ensure essential underpinning knowledge required for carrying out permaculture job tasks is captured, and examples of such tasks are included in the Companion Volume Implementation Guide (which is intended as advice for RTOs).

Organic Production
Feedback from stakeholders in the organic production sector provided support for the Certificate IV and Diploma of Organic Farming to be incorporated within existing agriculture/horticulture qualifications as specialisations. The Agriculture qualifications are currently under review as part of the Ag and Horticulture Core Skills Project. You are welcome to provide feedback as part of that project.
Industry feedback also supported the revision of three organic production-based skill sets and the development of a new skill set to incorporate skills and knowledge required to plan, manage, and oversee the procedures and requirements for certification of organic or biodynamic farms and farm produce.
Stakeholder feedback emphasised the need for employees in the organic sector to understand the importance of compliance with certification schemes, including the risks of employees carrying out tasks (perhaps unknowingly) that could put certification in jeopardy. As a result, this knowledge was incorporated into organic production (ORG) related units so that learners have knowledge of certification schemes and understand the importance of compliance and the implications of non-compliance when undertaking work tasks.
Organic production (ORG) units will be included in agriculture qualifications at the appropriate level as well as additional AHC qualifications where relevant.
A list of organic production (ORG) units recommended to be included in agriculture qualifications is provided in the accordions below.
The current level IV and Diploma level qualifications in organic farming are proposed for deletion to be replaced with an organic production specialisation stream within revised versions of the Certificate IV and Diploma of Agriculture. The Certificate IV and Diploma of Agriculture are currently under review as part of the Ag & Horticulture Core Skills Project. You are welcome to provide feedback as part of this project.

Composting
Feedback from stakeholders in the composting sector provided support for five new skill sets targeted at micro-sectors of the composting industry, replacing the need for the Certificate III in Commercial Composting, which is currently proposed for deletion.
The five new skill sets describe expertise in farm waste, management of compost feedstock, soil improvement and managing waste from gardening and landscaping.
Stakeholder feedback emphasised the need for employees undertaking job tasks in the composting sector to have the skills and knowledge to be compliant of state and local government regulations, environmental/human health (pathogens, odour management, dust control, stormwater management etc), product quality compliance and work, health and safety (WHS) considerations. Units that require legislative compliance were updated where necessary to reference relevant legislation, standards and codes of practice, including WHS and environmental requirements. In addition, the new skill sets include reference to compliance with legislation and regulations related to on-farm management and composting of farm waste, livestock waste and mortalities.
Composting units are proposed for inclusion in agriculture and horticulture qualifications as electives for on farm composting activity, as well as in waste management qualifications. A list is of composting units recommended be included in agriculture qualifications is provided in the accordion below.

Finalisation
Skills in permaculture practices, organic production, soil health and waste management are in increasing demand as governments and consumers focus on sustainability and the circular economy. These production methods can improve the resilience of our food production systems, reduce waste and help get the most out of inputs. Consultation has taken place throughout this project to review and update the national qualifications and skills standards for work using the principles of permaculture, organic production and composting, so that future learners can be equipped with the expertise to plan and design sustainable environments with a focus on how to provide for human needs in a way that works with natures processes and ecology.
Thanks to the contributions of all involved in this project, qualifications, skill sets and units of competency for permaculture (PER), organic production and composting were revised and updated to reflect the evolution of industry job roles and skills needs. Attention was paid to how to incorporate the skills for these important practices throughout agriculture qualifications, as they are useful and necessary across a range of job roles and environments.
Selected units across permaculture, organic production and composting have been included in Agriculture qualifications, as well as other Agriculture, Horticulture, Conservation and Land Management (AHC) qualifications. In addition, the Certificate III in Commercial Composting was replaced by five new skill sets targeted at micro-sectors of the composting industry, and the Certificate IV and Diploma of Organic Farming was replaced by an organic production specialisation stream within revised versions of the Certificate IV and Diploma of Agriculture.
Qualifications in permaculture were revised to incorporate changes to the units.
Skill sets were developed and revised to provide skills in areas of specific skills needs. Units in all three areas were updated to remove barriers to training delivery, better reflect job tasks and support skills for compliance with certification schemes and regulations. Skills in environmental/human health, product quality compliance and work, health and safety (WHS) were also included where required.
The updated and developed qualifications and skills standards have been endorsed and are published on the national training register (training.gov.au).
Key Changes
Permaculture
- Five qualifications were revised and updated to incorporate unit changes including merging of content and adjustments to Australian Qualification Framework alignment for some units. Although the Certificate I in Permaculture was initially proposed for deletion it will be retained, as there are successful programs currently delivered and the enrolment trend is increasing.
- Twelve new skills sets were developed to meet industry needs related to permaculture fundamentals, including structure, water systems, design, planning community governance and developing strategic plans for permaculture projects.
- One existing skill set for a Permaculture Demonstrator was revised to include updated units of competency.
- Forty nine permaculture (PER) units of competency were reviewed, including:
- Forty eight were revised, with clarification around assessor requirements and rationalisation of knowledge evidence to ensure essential underpinning knowledge required for carrying out permaculture job tasks is captured.
- Four units were merged into two.
- One new unit was developed based on a previously deleted permaculture unit.
- Five units deleted. Two diploma level units that were proposed for deletion at earlier stages of the project were retained.
- Selected units are to be included in Certificate I to Diploma level Agriculture qualifications.
- Guidance for RTOs for engaging trainers and assessors was included in an updated version of the Companion Volume Implementation Guide to be released along with the newly endorsed permaculture qualifications and units.
Organic production
- The Certificate IV and Diploma of Organic Farming were deleted and replaced with specialisations within existing agriculture qualifications.
- Three organic production skill sets were revised.
- One new skill set was developed to incorporate skills and knowledge required to plan, manage, and oversee the procedures and requirements for certification of organic or biodynamic farms and farm produce.
- Fourteen organic production (ORG) related units were updated to incorporate skills and knowledge relating to certification schemes, compliance and the implications of non-compliance when undertaking work tasks.
- Organic (ORG) units were included in agriculture qualifications at the appropriate level as well as additional Agriculture, Horticulture, Conservation and Land Management (AHC) qualifications where relevant.
Composting
- The Certificate III in Commercial Composting was deleted.
- Five skill sets were developed to describe expertise in targeted at micro-sectors of the composting industry, including farm waste, management of compost feedstock, soil improvement and managing waste from gardening and landscaping. They include skills related to compliance with legislation and regulations related to on-farm management and composting of farm waste, livestock waste and mortalities.
- Six composting (COM) units were updated, where necessary, to include reference to relevant legislation, standards and codes of practice, including work health and safety and environmental requirements. Each unit has knowledge evidence embedded. Those that require legislative compliance will have reference to relevant legislation, standards and codes of practice, including WHS and environmental requirements.
- COM units were included in agriculture and horticulture qualifications as electives for on farm composting activity, as well as in waste management qualifications.
Summary of Consultation
A Subject Matter Expert Working Group was established to identify the skills and knowledge required for permaculture, organic production and composting. The broader industry was consulted on the draft documents at two different stages – the ‘Drafts Available’ and ‘Validation’ stages. Industry from across Australia provided input via the Skills Impact feedback hub, webinars, email, and phone.

The final draft units of competency, skill sets and qualifications were endorsed by the Australian Industry and Skills Committee (AISC) on 29 November 2023 (read the communique). They were then forwarded to the state and territory skills ministers. They have undergone an edit and equity and independent quality assurance process, including support from the Amenity Horticulture, Landscaping, Conservation and Land Management IRC. They have also been considered by the State/Territory Training Authorities (STAs/TTAs). The updated units, skill sets and qualifications have been published on the national training register (training.gov.au).
A Companion Volume Implementation Guide and a Permaculture User Guide were also produced to assist industry and registered training providers (RTOs) deliver the units, qualifications and skill sets. It contains key information to help trainers adapt to any new changes, as well as additional information about the impacts of regulation and licensing implications and workplace health and safety on their training.

The level IV and Diploma level qualifications in organic farming were deleted and replaced with an organic production specialisation stream within revised versions of the Certificate IV and Diploma of Agriculture. The Certificate IV and Diploma of Agriculture were reviewed as part of the Ag & Horticulture Core Skills Project.

Composting
This qualification was deleted due to low enrolments and stakeholder input that it didn’t meet the needs industry. In its place four new skill sets targeted at micro-sectors of the composting industry were developed.
