Over the past decade, job roles and products in the pulp and paper manufacturing sector have evolved, driven by developments in science, technology and consumer preferences. The COVID-19 pandemic, which saw record demand for products such as toilet paper, tissues, medical, sanitary and packaging products, has reinforced the need for a skilled workforce in this sector.
Volunteers from industry have been consulted to review qualifications, skill sets and units of competency for pulp and paper manufacturing, so they reflect current job roles, new technologies and processes and the current regulatory environment.
The draft documents are now available for broad stakeholder review and comment. Your input is needed to make sure the drafts match current job roles, terminology, equipment and practices.
The qualifications have been revised and reconfigured into a simplified structure, combining each of the Certificate II, III and IV level qualifications to consolidate the number of qualifications from seven to four. Each merged qualification reflects core skills in work health and safety, quality assurance and problem solving, as well as offering elective units in other specialist and general areas.
The units have been streamlined to reduce duplication and reflect job roles. Units have also been updated and developed to incorporate emerging technologies associated with bio-processing, recovered paper and de-inking.

Online consultation sessions
You have the opportunity to register for an online consultation session, to discuss proposed revisions to the PPM Training Package, training needs for the industry, whether the draft qualifications, skill sets, and units reflect the current skills standards and practices of industry, and whether job functions are accurately described. Session 1: Thursday April 15, 10-11am
This session will provide an overview of proposed changes to the PPM Training Package with a focus on units of competency covering Functional Operational areas of a Pulp and Paper Manufacturing Facility (pulping, stock preparation, dry and wet end operations, recovered fibre, chemical recovery, finishing and converting).
Session 2: Tuesday April 20, 10-11am
This session will provide an overview of proposed changes to the PPM Training Package with a focus on WHS units and Imported/cross-sector units (licensing units boiler/power generation).
Session 3: Thursday April 22, 10-11am
This session will provide an overview of proposed changes to the PPM Training Package with a focus on emerging areas:
- Recovered paper and fibre
- Bio-processing
- De-inking
Session 4: Wednesday April 27, 10-11am
This session will provide an overview of proposed changes to the PPM Training Package with a focus on new units and problem solving/generic skills.
Session 5: Thursday April 28, 10-11am
This session focus on the proposed new PPM qualifications – plus any additional areas of interest as nominated.
