This project will look at updating occupational skills standards to improve safety, quality and consistency in the delivery of equine training.Training Package Projects are established only when a Case For Change has been approved by the Australian Industry Skills Committee (AISC), in line with the National Schedule. Following this approval, Skills Impact and the IRC take the Training Package Project through a process that adheres to the 2012 Standards for Training Package Development.Download the case for change

Project Scope
The review of equine standards in training packages applies to many industries that utilise horses and that have common risks associated with working with horses (encapsulating horse psychology, behaviour, speed and size). Industry feedback to date has been that while it may be partially true that scared and badly trained animals are unpredictable, the level of predictability increases as the education of both horse and handler/rider increases. For this reason, it is important to ensure that equine related Training Package Components (qualifications, units of competency and skill sets) are up to date and encapsulate safe practices.

The consultation period for this Validation stage of the project is now closed.The final drafts have been forwarded to the relevant Industry Reference Committees (IRCs) for sign off. After final quality assurance of the drafts, they will be submitted to the Australian Industry and Skills Committee (AISC) to consider and approve for publication on training.gov.au.Validation means checking or proving that something is logically and factually accurate. The Australian Industry and Skills Committee (AISC) has approved the Case for Endorsement for the updated and revised units of competency, skill sets and qualifications.The revised units, skill sets and qualifications will be released on to training.gov.au by the end of 2017. Once published on training.gov.au, they will be available for use by registered training organisations (RTOs). This includes all equine related units, skill sets and qualifications from the ACM Animal Care and Management and AHC Agriculture, Horticulture, and Conservation and Land Management Training Packages, but it does not include those from the RGR Racing Training Package.Feedback from industry was that the proposed safety measures being applied to the AHC and ACM units were not appropriate for the Horse Racing Industry. As such, a new Racing Project has been established to satisfactorily incorporate safety into the units, skill sets and qualifications within the RGR Racing Training Package.
Two companion volumes have also been produced as part of this project:
  • The companion volume ACM Implementation Guide contains key information to help registered training organisations (RTOs) implement the units, skill sets and qualification, including the key work and training requirements in the industry; regulation and licensing implications for implementation; pathways advice; industry sectors and occupational outcomes of qualification; and advice on workplace health and safety implications.
  • The companion volume Equine Training User Guide provides detailed information on safety and risk management when interacting with horses. It will support RTOs to embed high levels of safety into their training and assessment of units of competency requiring learners to interact with horses.

Following endorsement by the Australian Industry and Skills Committee (AISC), the final qualifications, skill sets and units of competency are now published on training.gov.au, which means they are available for use by registered training organisations (RTOs).The revised qualifications, skill sets and units are embedded within the following training packages: Note: qualifications, skill sets and units from the RGR Racing Training Package were not included in this release. Feedback from industry was that the proposed safety measures being applied to the AHC and ACM units were not appropriate for the Horse Racing Industry. As such, a new Racing Project has been established to satisfactorily incorporate safety into the units, skill sets and qualifications within the RGR Racing Training Package.
This project reviewed and updated the qualifications, skill sets and units to incorporate safe work practices for improved safety, quality and consistency in the delivery of equine training. For further details about the development of this project, please click on the green project arrows above.
What does this mean for training providers?
Registered training organisations (RTOs) have 12 months to transition to delivering the new and update qualifications, skill sets and units, from the date of publication. For more information, visit the Australian Skills Quality Authority (ASQA) website.Companion Volume Implementation Guides have also been produced to help training providers implement the new and revised qualifications, skill sets and units.   • The companion volume ACM Implementation Guide contains key information to help registered training organisations (RTOs) implement the units, skill sets and qualification, including the key work and training requirements in the industry; regulation and licensing implications for implementation; pathways advice; industry sectors and occupational outcomes of qualification; and advice on workplace health and safety implications.
  • The companion volume Equine Training User Guide provides detailed information on safety and risk management when interacting with horses. It will support RTOs to embed high levels of safety into their training and assessment of units of competency requiring learners to interact with horses.
