Project Scope
This project involves identifying and defining skills standards to meet current and future work practices in the pulp and paper manufacturing industry in Australia.The project will undertake a full review of the PPM Pulp & Paper Manufacturing Industry Training Package. It will review seven qualifications and 80 units of competency, to consider whether they reflect existing industry requirements. Within this review, consideration will be given to whether the sector could be better supported by a reduced number of qualifications that allow greater specialisation through a larger bank of elective units.Qualifications with specialisations in new technical streams, such as bioenergy, recovered paper and deinking may be developed to reflect modern job roles in the industry and offer learners more flexible training pathways.Register your interest in the projectSubscribe to the Skills Impact newsletter to keep informed about project updates and opportunities to provide input and feedback. Overview of key changes
Engagement with industry stakeholders based in Victoria, South Australia and New South Wales has provided support for a simplified qualification structure, combining each of the Certificate II, III and IV level qualifications to consolidate the number of qualifications from seven to four. The proposed new structure of one qualification at each of four AQF levels reflects the common skills across papermaking and pulping, while still addressing the full breadth of skills required for different job roles in a pulp or paper manufacturing facility. Each merged qualification covers core competencies in work health and safety, quality assurance and problem solving at the appropriate level. They also include specialist elective units to support skills in unique operations, such as pulping and chemical recovery, along with a general elective list of pulp and paper manufacturing units and imported units. The revised structure, alongside targeted consultation with registered training organisations (RTOs), aims to improve viability of training delivery and increase enrolments.The units have been updated to consolidate common skills standards and reflect industry feedback that certain tasks associated with production processes are incorporated within the one role. Industry feedback to date has also supported the incorporation of emerging technologies associated with bio-processing, recovered paper and de-inking in current units and the creation of seven stand-alone new units of competency. Summary of Consultation to Date
A working group made up of industry representatives from the sector met in November 2020 and February 2021. The group provided input on the development of a revised qualification structure, new skills sets and updated units of competency and developed a strategy for industry to re-engage with the VET sector. Industry engagement identified a strong preference for strategies that create partnerships between enterprises, an RTO and workplace trainers and assessors that will allow PPM qualifications and units of competency to be delivered via the national VET system. Summary of feedback and key changes
The final drafts incorporated feedback that was received on the initial drafts that were made available between 18 March and 17 May 2021, under the ‘Drafts Available’ stage. Feedback received during the ‘Drafts Available’ period was positive overall, with minor changes or updates suggested by stakeholders.- PPM4XX21 Certificate IV in Pulp and Paper Operations: Adjustment to packaging rules of certificate IV qualification so that ‘at least two electives’ from specialist areas are selected, instead of one. Operators would be required to work across a number of specialist areas in this role. For example, the papermaking area would cover specialist areas such as wet end, dry end, finishing and converting. The pulping area would include pulping operations and stock preparation.
- PPM Level II Functional Operations Units: Reference to 'under supervision' removed from all level II functional operation 'monitor and control' units. Feedback indicated that operators who monitor and control equipment are required to work independently (not directly under supervision). They are responsible for problem solving and making decisions for basic and routine issues e.g. grade changes.
- PPMSTM Steam Boiler and PPM Power Generation Units: Reference to 'pulp and paper manufacturing facility' removed in the application and assessment conditions fields of the PPMSTM steam boiler and PPMEPG units to allow cross industry use
- PPMEGP3XX Perform power generation operations: Application and Assessments Conditions fields expanded to clarify power generation systems that do not require high risk work licences. Power generation systems described as those 'that are steam generated and produce power output of less than 500kW or use gas fired turbines that produce power greater than 500kW.' Included Performance Criteria 2.1 'Notify power authorities of planned shutdown according to regulatory requirements' and 2.2 'Shutdown and isolate equipment according to operating procedures and regulatory requirements' to clarify required tasks for communication and safety.
- PPMSTM3XX Perform steam boiler operations: Application and Assessments Conditions fields expanded to clarify that this unit applies to an unattended steam boiler and the unit should not be used where the boiler equipment falls under the category for which a high risk work licence is required. Users are advised to check with the relevant regulatory authority for appropriate unit and licensing requirements
- PPMIDIK3XX Perform de-inking operations: Feedback indicated that Performance Criteria (PC) 4.2 Manage plant or system shutdown not consistent with other action verbs at this level. As a result, PC 4.2 amended to 'Shut down plant or system according to productivity, work health and safety and environmental requirements and operating procedures'. Feedback also applied and adopted for other functional operation units as applicable.
- PPMIND2XX Work effectively in the pulp and paper industry and PPMIND2XX Apply principles of pulp and papermaking to work practices: Feedback indicated that content may reflect skills and knowledge that are too 'high level' for the operational roles for which they targeted. As a result, task descriptions and knowledge components were reviewed and simplified to ensure appropriate outcomes of basic factual, technical and procedural knowledge.

Summary of feedback and key changes
A working group made up of industry representatives was formed to provide input on the development of a revised qualification structure, new skills sets and updated units of competency. The draft documents were then made available on this website for broad industry feedback in two stages, the 'Drafts Available' stage from 18 March – 7 May 2021 and the 'Validation' stage from 7 – 27 June 2021. During this time, feedback was collected via the online feedback hub, online consultation sessions, and via phone call and email. Experienced operators and training staff provided invaluable advice about job roles, including skills and knowledge requirements for workplace tasks.To facilitate participation by RTOs, those that are currently delivering accredited training in the broader Forest and Wood Products (FWP) sector were provided with project updates. RTOs that undertake training delivery in the workplace more broadly were approached to consider how their delivery practices could be adapted to suit training delivery in the pulp and paper sector.
The following key changes have been made:- Six qualifications at Australia Qualification Framework (AQF) levels II, III and IV have been merged into three qualifications, so that there is one at each level, reflecting the common skills across papermaking and pulping, at the same time addressing the full breadth of skills required for different job roles in a pulp or paper manufacturing facility.
- The Diploma of Pulp and Paper Process Management has been reviewed and renamed the Diploma of Pulp and Paper Operations Management, with revisions made to the core units and updated elective selections.
- Seven new units have been developed to cover entry level skills for working in the industry; skills in management or oversight of operations, including the research and evaluation of emerging technologies; and skills for working with advanced de-inking operations.
- Fifty units have been reviewed to better reflect current work tasks, technology and processes.
- Twenty-three units have been merged to become 11 units that better reflect current job tasks.
- Seven units are proposed for deletion, as the skills are now covered in other units.
- Three skills sets have been developed to address emerging technologies used in production processes, including de-inking and support skills for entry into the workforce and high-level roles.
- Eight skill sets have been revised to include updated units of competency.
- Two skill sets are proposed for deletion, as these skills could be better addressed in the proposed new skill sets.
